Enormous damage at a 6-alarm fire in Emeryville, California; dozens evacuated

EMERYVILLE, Calif. (KGO) -- Firefighters have contained a massive 6-alarm fire in Emeryville. It started in an apartment building under construction and spread to townhomes next door.

The blaze started at 2:45 a.m. There was no one living in the building but dozens have been evacuated from the area and the surface streets nearby have been closed.

Alameda County firefighters say the building is a total loss.

At one point, the blaze could be seen as far away as the Bay Bridge.

"I'm scared for the firefighters. It's a very hard job and to pull up and see how much water that they were having to do, I've never seen it to this level. It was pretty shocking. I hope the people got out safe," witness Anika Dunn said.


The building is located at 3900 San Pablo Avenue. It's in Emeryville right at the Oakland border.

People were evacuated on Apgar Street and units on Adeline Street.

No injuries have been reported at this point.

The westbound I-580 on-ramp at W. MacArthur Boulevard in Oakland has been closed due to the fire.

The eastbound I-80 off-ramp to Ashby Ave. in Berkeley has reopened.

Metropolitan provides forensic engineering work (age-dating or fingerprinting), site remediation, auditing, cost control and litigation support services to insurance carriers, their insureds and to private or public companies.  In its risk management role, examines, manages and audits environmental claims to ensure that assessment and remediation services provided to both carriers and policy holders are reasonable and necessary, properly rendered and appropriately charged. 



In its litigation support role, Metropolitan assists carriers and their counsel to ensure that litigious disputes are resolved fairly and reimbursement benefits are provided when appropriate.  The corporations service area includes the entire United States, with our corporate office located in Northern New Jersey.  The Firm's professional staff also travels regularly throughout the United States on assignment.


Forensics at Metropolitan


There are many issues associated with disputes over responsibility for cleanup. Who, what, when, where, and how chemicals were released can be investigated. The tools of forensic investigation include mathematical models, statistical models, fate and transport calculations, chromatography, lead isotope analyses, time of travel assessments, library search site characterization, tracer additives, and recently developed software applications.



Effective forensic project management should include an evaluation of multiple forensic tools based on site specific circumstances. The process of evaluation and the ultimate selection of the forensic tool are critical to a successful outcome. When project budgets allow, combining forensic methods for corroborative evidence can substantially strengthen your client’s position in an effort to prevent or support litigation. Forensic Engineering Experience Case Studies


Metropolitan staff has developed and utilized scientific methods to assist clients in a variety of ways related to their claim issues. The following is a partial list of such projects:

  • Provided expert witness services for plaintiff seeking remediation of contaminated groundwater that caused indoor air inhalation problems;
  • Testified that engineering and scientific evidence was improperly collected and analyzed and was inadequate to show the age of the release;
  • Origin and cause of retaining wall failures.  
  • Lightning damage to structures or electrical systems and equipment
  • Roof failure or collapse as a result of accumulated load, additional weight and snow drift at hundreds of commercial and residential properties.
  • Demonstrated that solvents in groundwater at client's property originated from off-site dry-cleaner and that client's site actually provided remediation for the off-site release of dry cleaning solvent;
  • Expert witness for property owner impacted by industrial waste disposal from industrial manufacturer;
  • Demonstrated that environmental analysis by a previous consultant for a manufacturing site was inadequate; as a result, the lender's concerns were alleviated and financing proceeded;
  • Chemical "age-dating" and contaminant transport analyses of petroleum in groundwater at a gas station showed that contaminants originated from other parties;
  • Age-dated petroleum release at a former gas station to show that the previous owner of the gas station caused groundwater contamination;
  • Age-dated petroleum releases at an industrial facility to show that the on-site plume was the result of an off-site source;
  • Prepared age-dating reports for over one-hundred residential fuel oil spills;
  • Assisted insurance companies attorneys in defending subrogation claims; was able to demonstrate that the forensic data collected by the first party consultant were collected and analyzed using invalid methods;
  • Demonstrated that structural damage to a residence was from a source other than the alleged high lake level
  • Collected evidence (for the primary responsible party) that identified other responsible parties to share in the cost of a Superfund cleanup;
  • Review of the site data at a bulk petroleum facility indicated that the site releases were not the result of regular oil transfer operations and that they were caused by the negligent actions of the insured’s agents; the case was settled in favor of the insurance company;
  • Was able to demonstrate that the majority of the removal actions at petroleum release sites were neither reasonable nor necessary; as a result of our opinion, the insurance client settled the claim in favorable terms;
  • At several drycleaner sites we were able to demonstrate that the age of the release was much earlier than the parties originally believed; as a result, the insurance client settled the claim at a fraction of the alleged liability;
  • We performed numerous flood and wind damage assessments at commercial and residential properties.

Site Remediation Services


 Characterizing and remediating contaminated sites involve some of the most complex and difficult issues for environmental lawyers and their clients. Problem areas include responding to regulators; negotiating enforcement settlements; negotiating or litigating cost allocation and recovery claims; working with the insured or insurer client, lawyers and regulators to develop efficient, cost-effective remediation approaches; and selling, buying, or developing contaminated properties.



Metropolitan staff has developed and applied an innovative approach to the use of sodium persulfate for the sequential in-situ treatment of subsurface contaminants through chemical oxidation followed by enhanced biological degradation through sulfate reduction. This approach has broad applicability to a wide range of contaminants, and shows strong cost-saving benefits through reducing the initial volume of chemical oxidant necessary and enhancing the in-situ biological degradation of contaminants.



Through proper subsurface geochemical characterization and chemical dosing design, the approach focuses on utilizing the oxidant for immediate mass reduction at the source area, followed by degradation or polishing of the residual contamination using sulfate reducing bacteria.  Depending upon the oxidant activation method, this approach is applicable to petroleum hydrocarbons including both volatiles and PAHs, chlorinated volatile organic compounds (CVOCs) including chlorinated ethene, ethane and methane groups, as well as PCBs.

Vapor Intrusion and Indoor-Air Studies


Vapor intrusion has received increased attention over the last few years near contaminated sites because some contaminants have the potential to migrate into nearby buildings and negatively affect indoor air quality. The accumulation of these volatile vapors in buildings can result in significant safety and health concerns.
To properly evaluate vapor intrusion a thorough evaluation of the building's ventilation system and subsurface conditions needs to be conducted by a knowledgeable professional in accordance with state and federal established procedures. 
The evaluation process typically includes a thorough building chemical inventory, the advancement of soil gas probes and the collection of soil gas samples. When indoor air quality problems are identified they can normally be resolved through the modification/installation of a properly designed ventilation system.

MANORVILLE, New York (WABC) -- A giant invasive plant with toxic sap that can burn human skin has again turned up on Long Island, according to environmental officials.

The plant is a native of the Caucasus region of Eurasia, between the Black and Caspian seats. It was brought to the United Kingdom and to the United States in 1917 as an ornamental plant, and it can grow to as high as 20 feet and sprout 3-foot leaves.

It's fast-growing, invading roadsides, the edges of forests and empty lots. It also produces thousands of seeds, which can be dispersed by flowing water or animals. The most common way it spreads, however, is by humans who are attracted by its size and decide to plant it.

Hogweed is mostly a problem in central and western New York, but it has also been found in 13 places in Long Island, in both Suffolk and Nassau counties. They include: East Norwich and Sea Cliff in Nassau and
Riverhead, East Hampton, Southampton, Brookhaven and Yaphank in Suffolk.

Giant hogweed can crowd out native species and its sap contains glucosides that react with the sun's ultraviolet rays and can severely burn the skin, cause blisters or cause temporary blindness.

It's also been found in Wisconsin, Michigan, Illinois, Maine, Pennsylvania, Oregon and Washington.

Sometimes called giant cow parsley, giant hogweed is listed as a prohibited species. That means the plant isn't widespread and so far has been found only in isolated spots but likely will spread if not controlled.

Barely another day goes by without another horror story describing the dreadful burns caused by giant hogweed plants.
Dubbed 'the most dangerous plant in Britain', scores of adults and children are now being treated after unwittingly coming into contact with its toxic sap.
It can cause blindness, and at worst, the burns suffered could be fatal, experts warned.
And the so-called epidemic has become much worse in recent years as the plants have spread from their river bank habitats to roadsides, pathways and parks.

Meanwhile, many people are completely unaware of the danger and have no knowledge of what the plant looks like or how to avoid it or report it to the relevant agencies. 
With so many people worried about the plant’s effects, here, experts reveal what to do..
WHAT IS GIANT HOGWEED? 
Mike Duddy, one of the country’s leading experts on giant hogweed warns its spread is a major public health concern.
The first step towards preventing more injuries is to educate the public on how to identify it, he said.
‘Giant hogweed is a huge plant that grows 20ft tall that has toxic sap,’ he told 
While the plant’s flat, white constellation of flowers make it look like cow parsley, it is a lot taller, he added.
He continued: ‘Cow parsley is only small, it’ll only come to my leg or shoulder, giant hogweed is taller, it’s more distinctive when you see it.
‘The difference between hogweed and cow parsley is that giant hogweed has a purple mottled stem and a thicker stem. It’s the same shape of leaves but on a much grander scale.’
Giant hogweed was originally brought to the UK from Central Asia in 1893 and now commonly grows on riverbanks and wasteland. 

GIANT HOGWEED: THE DANGERS 

Giant hogweed sap contains toxic chemicals known as photosensitising furanocoumarins, which react with light when in contact with human skin, causing blistering within 48 hours.
Effectively the toxic sap prevents the skin from protecting itself from sunlight, which can lead to very bad sunburn and scarring.
If accidentally rubbed in the eyes, the sap can cause temporary or even permanent blindness.
Anyone who comes in contact with the weed is advised to cover up the affected area, to prevent the sap reacting with sunlight, and to wash it with soap and water. 
Its leaves, stems, roots, flowers and seeds contain toxic components which can be transferred by contact and make exposed skin extremely sensitive to sunlight. 
The public and the media are only now becoming aware of the plant and its danger because it has recently spread rapidly, Mr Duddy said.  
It was brought into the UK as an ornamental plant and stayed in private gardens, so it wasn’t “in the wild”, he said.
It’s only in the last 20 years that it has spread to UK riverbanks.
And in the last five years it has reached the critical mass, he warned.
‘There’s an exponential growth of the plant. Each flower head can have 80,000 seeds on it.
‘So there might be people lower down the river system spraying plant killer to eradicate it. But one plant higher up that hasn’t been noticed can seed an entire valley.’
In the last two or three years giant hogweed has grown so much it is found way beyond the river bank.
It can now be found on both sides of river paths, on motorway embankments and lining A-roads, where cyclists often brush past it.
Dogs can also brush up against the plant too, meaning anyone who strokes their pet could come into contact with the burn-inducing sap, Mr Duddy warned.
WHAT TO DO IF YOU COME INTO CONTACT WITH GIANT HOGWEED?
The plant can cause excruciating injuries to people who come into contact with it.

She voiced concerns over children playing with the plants and suffering grievous injuries.
‘Because it’s got these large stems, kids might use these as peashooters or telescopes and my concern is that it could lead to temporary or permanent blindness,’ she said.
‘It’s important to tell kids to give this a wide berth.’
HOW CAN IT BE CONTROLLED?
The plant can be controlled very effectively with a simple, over the counter weed killer, Mr Duffy said.
‘The chemical is called glyphosate, the brand name is Round Up, it’s a simple, over-the-counter, B&Q weed killer.
‘But people have to recognise the plants to identify it.’ 
While educating the public on identifying the plant is important, Mr Duddy said local authorities are also required to kill any plants they find growing in their area.
He said they may be successful, but the approach is quite local, and strategies covering larger geographical areas should be brought in.
Recently, the law has changed so that giant hogweed is now covered under ASBO legislation, he added.
Local authorities who find the plant growing on a person’s land can give them a fixed penalty fine of £100.
If this order is ignored, individuals can be fined up to £5,000 and organisations can be fined £20,000.
‘If this is growing in your garden it’s your responsibility to get rid of it', Mr Duddy warned.
Those who see the plant growing in a public place should report it to the Environment Agency, through their website called Plant Tracker.
It’s also important to report it to the local authority, he said.

The experts’ warnings over the plants come after 10-year-old Lauren Fuller was left with excruciating third degree burns after picking up a giant hogweed while she was fishing with her father.
During a family holiday to Loch Lomond, Lauren, from Thornbury, Bristol, picked up the plant, and days later her hands became covered in giant blisters and red burns.

When her terrified parents took her to A&E, doctors had no clue what was wrong with her, initially suspecting sun burn.
Speaking on This Morning, Lauren’s mother Charlotte called for public notices to warn families about the dangers of hogweed.
‘There should be [public notices], with pictures. A lot of people have hear of it but never seen it.
Doctors have said Lauren will make a full recovery, but her wounds will take a long time to heal, she said.
And she must now apply suncream to her hands and face constantly, even if it is overcast.
Lauren’s story follows a plethora of other stories concerning other children suffering horrendous burns as a result of touching giant hogweed.
