There has been a lot of interest in Metropolitan’s Accelerated Claim
Closure (MACC) program where we cut costs and significantly improve the claim
closure timeframe. Under this program,
we perform the site delineation and remediation in less than one year from
discovering the property damage.
The key to the success of this program is for Metropolitan to perform
the delineation and remediation of the release. The reason is very simple: the
earlier the site damages are delineated and the earlier the source area is
treated, the faster the site is being cleaned up. This accelerated claim closure results in
significant cost savings to both the insurance company and the insured.
Framing
of the issue
We have observed at too many sites that the delineation of the property
is being delayed due to property access issues.
At many other cases, the consultant had incorrectly estimated the
direction of the groundwater; or forgot to assess the accumulation of oil in
foundation drains and other conduits.
At other sites, the oil contamination rebounded, despite the excavation
of significant amount of soil, suggesting that a source of oil was not properly
delineated. All these deficiencies
resulted in increased costs and delayed claim closure.
The
MACC process
Metropolitan’s Accelerated Claim Closure professionals
use a systematic process, which includes extensive background investigation and
file review, focused delineation plans with completion date, and remedial action
plans with target closure dates. The primary objectives of accelerated claim
closure are to close the claim within the target date and/or mitigate the
claim’s ultimate cost.
Metropolitan’s Accelerated Claims Closure offers a focused
approach with a multi-year track record of delivering proven results. We have
been able to achieve almost 100 percent claim closure rates and savings off
those closures in excess of 40% from the outstanding reserves.
How
does the MACC process works
Unfortunately, the crucial error committed by
consultants or contractors is the failure to realize that oil will partition
into four (4) phases upon entering the subsurface environment:

Dissolved phase;
·
Vapor phase;
·
adsorbed phase and
·
Non-aqueous phase liquid
(NAPL)
When
comes to a fuel oil release, the effectiveness of any investigation and/or remediation
plan is dependent on the accuracy of the calculations of the distribution of
the oil in these four phases. This is
the key to the MACC process.
For
example, home heating oil is very slightly soluble in water (the average
solubility of diesel fuel in water ranges from 3 mg/L to 60 mg/L). It also has moderate to low volatility. The
low solubility and low volatility properties of the home heating fuel oil mean
that the majority of the released mass will be present in the adsorbed or
residual/free-phase form. This it turn
means that a cost effective remedy should focus on treating the adsorbed or
residual mass of the oil. Delineating and/or
treating the dissolved portion of the plume without properly evaluating the
source area mass, has been the root cause of many delays and cost overruns.
