PORT JEFFERSON STATION, Long Island (WABC) -- A Long Island man is charged with driving while intoxicated and leaving the scene of an accident after a man was killed in a crash in Port Jefferson Station Sunday night.

Police say 31-year-old Bob Hidalgo was driving a 2011 Toyota Corolla southbound on Route 112 near Sagamore Hills Drive when his vehicle was struck by a 1995 Nissan Maxima traveling southbound on Route 112 at 5:10 p.m.

Authorities say the driver of the Maxima, 19-year-old Danny Bonilla Zavala, fled on foot and was apprehended a short time later.

Hidalgo, of Coram, was pronounced dead at the scene. His wife, Taisha Hidalgo, 30, was transported to Stony Brook University Hospital for non-life-threatening injuries.

Zavala, of Selden, was hospitalized with minor injuries.

The vehicles were impounded for safety checks, and the investigation is continuing. Anyone with information on the crash is asked to contact Major Case Unit detectives at 852-6555.

A 31-year-old Coram man was killed and his wife was injured when their car was hit by a drunken driver who fled the scene on foot and was caught by a police officer a short time later, police said.

The fatal crash occurred on Route 112 near Sagamore Hills Drive in Port Jefferson Station at 5:10 p.m. Sunday, Suffolk County police said.

Killed in the crash was Bob Hidalgo. Police said he was pronounced dead at the scene. His wife, identified by police as Taisha Hidalgo, 30, was transported to Stony Brook University Hospital with what police called “non-life-threatening injuries.” Her condition was not immediately known.

Police said Bob Hidalgo was driving south on Route 112 when his 2011 Toyota Corolla was struck by a southbound 1995 Nissan Maxima driven by Danny Bonilla Zavala, 19, of Selden.

After the crash, police said, Bonilla Zavala fled the scene on foot. He was caught a short time later by Sixth Precinct Officer Matthew Cameron.

Police said Bonilla Zavala was taken to John T. Mather Memorial Hospital in Port Jefferson for treatment of minor injuries.

Major Case Unit detectives later arrested Bonilla Zavala and charged him with driving while intoxicated and leaving the scene of an accident resulting in injury or death, police said.

More charges are pending.

Bonilla Zavala, who police said “initially misidentified himself to police” as Jose Benitez, was held overnight at the Sixth Precinct and is scheduled for arraignment Monday in First District Court in Central Islip.

Police said both vehicles were impounded for safety checks and are asking anyone with information regarding the crash to call detectives at 631-852-6555.

There are many issues associated with disputes over responsibility for cleanup. Who, what, when, where, and how chemicals were released can be investigated. The tools of forensic investigation include mathematical models, statistical models, fate and transport calculations, chromatography, lead isotope analyses, time of travel assessments, library search site characterization, tracer additives, and recently developed software applications.



Effective forensic project management should include an evaluation of multiple forensic tools based on site specific circumstances. The process of evaluation and the ultimate selection of the forensic tool are critical to a successful outcome. Forensic Engineering Experience Case Studies


Metropolitan staff has developed and utilized scientific methods to assist clients in a variety of ways related to their claim issues. The following is a partial list of such projects:

  • Provided expert witness services for plaintiff seeking remediation of contaminated groundwater that caused indoor air inhalation problems;
  • Testified that engineering and scientific evidence was improperly collected and analyzed and was inadequate to show the age of the release;
  • Origin and cause of retaining wall failures.  
  • Lightning damage to structures or electrical systems and equipment
  • Roof failure or collapse as a result of accumulated load, additional weight and snow drift at hundreds of commercial and residential properties.
  • Demonstrated that solvents in groundwater at client's property originated from off-site dry-cleaner and that client's site actually provided remediation for the off-site release of dry cleaning solvent;
  • Expert witness for property owner impacted by industrial waste disposal from industrial manufacturer;
  • Demonstrated that environmental analysis by a previous consultant for a manufacturing site was inadequate; as a result, the lender's concerns were alleviated and financing proceeded;
  • Chemical "age-dating" and contaminant transport analyses of petroleum in groundwater at a gas station showed that contaminants originated from other parties;
  • Age-dated petroleum release at a former gas station to show that the previous owner of the gas station caused groundwater contamination;
  • Age-dated petroleum releases at an industrial facility to show that the on-site plume was the result of an off-site source;
  • Prepared age-dating reports for over one-hundred residential fuel oil spills;
  • Assisted insurance companies attorneys in defending subrogation claims; was able to demonstrate that the forensic data collected by the first party consultant were collected and analyzed using invalid methods;
  • Demonstrated that structural damage to a residence was from a source other than the alleged high lake level
  • Collected evidence (for the primary responsible party) that identified other responsible parties to share in the cost of a Superfund cleanup;
  • Review of the site data at a bulk petroleum facility indicated that the site releases were not the result of regular oil transfer operations and that they were caused by the negligent actions of the insured’s agents; the case was settled in favor of the insurance company;
  • Was able to demonstrate that the majority of the removal actions at petroleum release sites were neither reasonable nor necessary; as a result of our opinion, the insurance client settled the claim in favorable terms;
  • At several drycleaner sites we were able to demonstrate that the age of the release was much earlier than the parties originally believed; as a result, the insurance client settled the claim at a fraction of the alleged liability;
  • We performed numerous flood and wind damage assessments at commercial and residential properties.

Site Remediation Services


 Characterizing and remediating contaminated sites involve some of the most complex and difficult issues for environmental lawyers and their clients. Problem areas include responding to regulators; negotiating enforcement settlements; negotiating or litigating cost allocation and recovery claims; working with the insured or insurer client, lawyers and regulators to develop efficient, cost-effective remediation approaches; and selling, buying, or developing contaminated properties.



Metropolitan staff has developed and applied an innovative approach to the use of sodium persulfate for the sequential in-situ treatment of subsurface contaminants through chemical oxidation followed by enhanced biological degradation through sulfate reduction. This approach has broad applicability to a wide range of contaminants, and shows strong cost-saving benefits through reducing the initial volume of chemical oxidant necessary and enhancing the in-situ biological degradation of contaminants.



Through proper subsurface geochemical characterization and chemical dosing design, the approach focuses on utilizing the oxidant for immediate mass reduction at the source area, followed by degradation or polishing of the residual contamination using sulfate reducing bacteria.  Depending upon the oxidant activation method, this approach is applicable to petroleum hydrocarbons including both volatiles and PAHs, chlorinated volatile organic compounds (CVOCs) including chlorinated ethene, ethane and methane groups, as well as PCBs.

Vapor Intrusion and Indoor-Air Studies


Vapor intrusion has received increased attention over the last few years near contaminated sites because some contaminants have the potential to migrate into nearby buildings and negatively affect indoor air quality. The accumulation of these volatile vapors in buildings can result in significant safety and health concerns.
To properly evaluate vapor intrusion a thorough evaluation of the building's ventilation system and subsurface conditions needs to be conducted by a knowledgeable professional in accordance with state and federal established procedures. 
The evaluation process typically includes a thorough building chemical inventory, the advancement of soil gas probes and the collection of soil gas samples. MARINE – SERVICE STANDARDS

I.                    Acknowledgement

A.                  Always by e-mail unless otherwise requested.

II.                  Contact

A.                  Immediate contact with vessel owner and boatyard to arrange inspection.

B.                  Contact by telephone and e-mail confirming date and time of inspection.

C.                  Copy of e-mail and notes in file.

III.                Investigation

A.                  Identify vessel by the Hull Identification Number (HIN) and compare to the policy.  Obtain hours on the vessel and serial numbers on the engine when possible.  Comment on how the vessel is maintained.

B.                  Inspect vessel within the scope of the claim, i.e., if mechanical, make sure you have the proper personnel present if you do not have the qualifications.  The client will direct as to what they want covered.

C.                  Inspect damage both inside and out as damage may transfer.  Damage often in a fiberglass vessel will show on both the hull and the interior, i.e., bottom damage on the outside may be minor, but the interior could have major damage such as stringer separation or cracking.

D.                 Scene inspections should be identified either by marina locations or the longitude and latitude coordinates on the water.

E.                  Statement from the captain and crew when instructed.  Identify official personnel present, i.e., Department of Natural Resources (DNR) or marine police.  Obtain report number and where it can be obtained.

F.                   Photograph all sides of the vessel, along with good photographs of the damage or the accident scene.

G.                 Obtain the name of the boatyard where the Insured wants the vessel repaired and try to get an agreed scope and price for the repairs.  All yards vary in their pricing.

IV.                Experts

A.                  Experts are frequently used on marine claims, depending on the fields of expertise needed.  Information can be found on the Internet or by using the directories provided by the surveying associations SAMS and NAMS.

V.                  Reporting

A.                  First report is always a captioned report on stationary and copied and e-mailed.

1.         Assignment

2.         Coverage state policy number and dates and coverage to be involved or coverage questions to be discussed and researched.

3.         Vessel identification, HIN number to police and full description of the vessel.  Is it well-maintained, including name, length, width, power and serial numbers?

4.         Description of Incident – Full description from the vessel captain or operator.  Full description of the damage involved to insured vessel or claimant’s vessel.  Identify all parties involved and separate captions for them - Insured, Claimant, Witnesses, DNR or Marine Police.

5.         Repairs scope of the damage with open area, if any, and agreed price with the owners repair yard.

VI.                Conclusion

A.                  Further Handling – List all work needed to complete the investigation or the completion of the damage report.

VII.              Billing

A.         Unless prior agreement was made, billing is done on a time and expense basis to be sent in with the final report.

For those clients that may not have their own system developed, we can offer a web based customizable system, tailored to the specific needs of the client.

Our claims management system is constantly under development in an effort to keep abreast of new advances in technology and deliver streamlined access and intuitive document retrieval. 

This system not only allows secure access to relevant documents, reports and at-a-glance status updates, but also allows adjusters and examiners to collaborate in real-time via video, voice or text to generate the perfect end product.

Our file handling process generally far exceeds the standards for file handling issued by our client carriers. Below is a brief description of the typical step-by-step process that has become our personal standard for handling your files:

 Claim is received via email, fax, online or by telephone

  1. Claim is entered into our CMS
  2. Claim is assigned to adjuster, who is notified via telephone and email
  3. Acknowledgment is sent to client

  • Adjuster Handling

  1. Insured is contacted on the same business day of assignment
  2. Loss is inspected within 48 hours
  3. Estimate is completed using the Xactimate estimating platform
  4. Report is submitted for internal review within 5 days

  • Internal Review

  1. Each and every file is reviewed by a staff examiner intimately familiar with the policies and procedures of your company
  2. File revisions are performed in house to ensure speedy delivery to the client 
  3. *Complete report is submitted to the client within 7 days
    • In the event of a large loss or directions from the client to secure an agreed cost or bids from a contractor or emergency mitigation service, a first report will be submitted within 5 days.

  • Revisions & Re-Inspections

  1. Any carrier requested file revisions are completed the day they are requested
  2. The client will not be charged any additional fees if a re-inspection is required as a result of items that were overlooked by the field adjuster (hidden damages do not apply).

 Closed Sampling of Liquid Cargoes

Metropolitan  is aware that contaminated and non-representative samples can cause lengthy delays for Oil Majors and Traders - both after loading and prior to discharging.

That is why METROPOLITAN has experience with specialized closed sampling equipment which can eradicate the time lost due to the necessity of re-sampling or re-analyzing owing to erroneous contamination claims on sensitive and light cargoes. The system ensures that samples are not contaminated with particulates from the vessels vapor locks.

Unlike many vessels' sampling equipment used for obtaining cargo tank samples; the equipment we can employ draws representative running, spot or dead bottom samples on oil tankers via their vapor lock system.

In today's work place, with advancing safety and environmental considerations, the system eradicates the need for "open sampling" and enables accurate representative samples to be drawn.

The closed sampler ensures that no gases are expelled from a vessel tanks during sampling, essential when dealing with high H2S cargoes.
