The appraisal of the structural capacity and serviceability of a pipeline past its design life presents a challenge to many pipeline owners and operators. While there are many issues that can affect these pipelines, there are also many techniques that can be used to overcome these challenges. It is important that those within the pipeline industry share their knowledge and experiences with aged, ageing or vintage pipelines.
What are the issues?
In particular, pre-1970 liquid and gas pipelines present a mix of potential problems such as coating deterioration, external/internal corrosion, stress-corrosion cracking, random mechanical damage (dents and gouges), fatigue loading (liquid pipelines), pipe weld quality and, although rare, axial overloading (ground movements). Despite the industry’s good safety record, it should be emphasised that ‘ageing’ or ‘vintage’ pipelines were constructed using simple consensus design codes.
The changing legislative requirements, the change in population density near the pipeline, and the prevention of unstable fracture propagation (in case crack-arrest capability was not specified at the time of construction) are other issues to be accounted for.  Consequently, the assessment of the condition of ageing pipelines involves all aspects of temporary pipeline engineering.


What can be done?
Several well-established methods using a deterministic or probabilistic approach can be applied to assess reported defects/anomalies. Alternatively, numerical models based on finite-element analyses (FEA) can also be used. The deterministic or ‘worst-case’ approach can produce overly conservative predictions, causing undue repairs or requiring operational conditions lower than those for which the pipeline was designed. With the probabilistic approach, more-precise predictions are obtained. The predictions based on numerical models are only as good as the reliability of the input data and assumptions on which the calculations are based. This issue can be overcome if the assessment is supplemented with experimental evidence to validate their use.
However, the uncertainty and the scatter of the input parameters and the inherent conservatism of the predictions can be difficult to determine or estimate. For example, the tensile and toughness properties of many old pipelines are either not available or poorly documented, and if available, retrieval of relevant data from handwritten material certifications and construction records might be difficult.
Consequently, to obtain safe predictions, a representative material property database from which reliable input data can be derived is needed. Defect-sizing accuracy (ILI data), the defect-interaction criteria used, and the assessment level or sophistication of the method, have equally a direct effect on the calculations. Perhaps of greater significance is that errors in the prediction can be made if unqualified persons conduct the assessment. Such errors can erode the safety margin. This implies that technical experience and knowledge of data management are needed to generate safe solutions.


Depending on the available information, the standard assessment methods give safe but different answers. For critical applications, the interaction between the uncertainties can directly be simulated by full-scale (pressure and or fatigue) testing. Experience shows that this option allows reduction of the level of conservatism and establishment of a cost-effective trade-off between the desired operating conditions, inspection capabilities, and inspection frequency.

New Publication Highlights Solutions to Prevent Overexertion Injuries for Retail Workers


A new publication from the National Institute for Occupational Safety and Health (NIOSH) highlights how workers in grocery stores can reduce strains and sprains when moving materials from the delivery truck to the sales floor.

Designed for retail workers and safety experts, Ergonomic Solutions for Retailers uses a series of illustrations to show how and where employees in a retail setting, such as a grocery store, would use mechanical assist devices to lift, push or pull heavy materials—job tasks that can lead to musculoskeletal injuries.

“Data has shown us that not only do musculoskeletal injuries result in time away from work across all industry sectors, but data shows that they affect workers in the wholesale and retail trade at a higher rate,” said NIOSH Director John Howard, M.D. “This new resource is an invaluable tool for workers in this industry to help decrease injuries and increase productivity.”

According to the Bureau of Labor Statistics, musculoskeletal injuries, also called overexertion injuries, accounted for approximately 30% of occupational injuries that resulted in time away from work. Additionally, laborers and freight, stock, and material movers experience the highest number of overexertion injuries.1 These injuries often involve strains and sprains to the lower back, shoulders, and upper limbs.

While this new publication focuses on the grocery sector, the easy-to-read format can be adapted to other scenarios including for those working in warehouse and storage facilities. The technology presented may also support a retailer’s growing internet sales that depend on moving large quantities of merchandise often with fewer employees.
This publication was inspired by a NIOSH/CalOSHA booklet, Ergonomic Guidelines for Manual Material Handling produced when stakeholders in the wholesale and retail trade sector recognized the need for informational materials showing interventions in work settings that were familiar to employers and employees.

New Training Helps to Reduce Risks for Emergency Responders Who Work Long Hours



A new free, web-based training released by the National Institute for Occupational Safety and Health (NIOSH) will help emergency responders and their managers better cope with the demands of emergency operations when deployed to a disaster site. Interim NIOSH Training for Emergency Responders: Reducing Risks Associated with Long Work Hours is designed for emergency workers who respond to epidemics such as Ebola, weather-related disasters, earthquakes and other catastrophic events.

The 30-minute online training program provides strategies to reduce the health and safety risks that are linked to working long hours during the daytime. Long work hours, coupled with the high physical and emotional strain associated with emergency response and recovery operations, can prevent responders from getting enough sleep. Insufficient sleep puts responders, and those around them, at risk for fatigue-related mistakes that can lead to injuries and death.

“Workers and their managers across many sectors—healthcare, public safety, utilities, construction, humanitarian aid, and clean up services—need to address the importance of sleep and plan for it like other critical logistical items to carry out operations, such as having enough water, food, and supplies,” said NIOSH Director John Howard, M.D. “This training is an important resource to promote the health resilience among those who are on the front lines of a natural or man-made disaster.”

The training is designed to increase knowledge and promote better personal behaviors and workplace systems that will reduce the risks associated with working long hours. The training covers the following topics:
  • Dangers of working while sleepy and fatigued
  • Basic information about sleep and fatigue
  • Personal factors that could lead to higher health and safety risks
  • Better work schedule design and other management strategies
  • Signs and symptoms of fatigue in response workers
  • Tips for improving sleep at night and alertness on the job
  • Preventing fatigue from strain to muscles and joints
  • Protecting from fatigue due to excessive heat

Good sleep is as important as proper nutrition and exercise. Your body is busy during sleep, repairing wear and tear and getting you in shape for a new day. Without enough sleep, you might experience:

  • Slower reactions, a cloudy mind, or a bad mood
  • Weakening of body defenses, increasing your risk for infections, high blood pressure, and diabetes 
  • Increased appetite, over eating, and obesity


FOR YOUR SAFETY
Driving a truck is a very demanding job. Lack of sleep makes it more difficult to meet the demands of the job and increases your risk for drowsy driving and vehicle crashes. This could mean the difference between stop- ping with a vehicle just in front of your bumper, or with it in your seat.
Because your 24/7 job keeps you on the road for long periods and at night, it can affect your sleep quality. Creating a relaxing bedtime routine along with a good sleep environment can improve your sleep.

WHERE YOU SLEEP MATTERS
A good sleep environment improves sleep quality. Your sleep environment may depend on your schedule, but you can improve your sleep environment on the road or at home.
            Keep safety in mind. Park with a balance of quiet and safety in mind.
Block out all light. Close all curtains and truck shades, or use an eye mask.
Block out noise. Use ear plugs or a white noise machine like a fan to block out noises. Silence phones and assign an audible ringtone to important contacts to minimize distractions.
Keep your cab or bedroom temperature cool. People's temperature preferences vary, so keep your room temperature comfortable for you.
Get comfortable. You spend one third of your life in bed, so use a comfortable mattress and pillow. Consider upgrading or replacing the mattress in your sleeper if it is old or uncomfortable.

PREPARE FOR BETTER SLEEP
Try to get 7–9 hours  of  sleep  each  day;  most  people need this amount. Be aware of your body's natural feelings of sleepiness. When you are driving, try to plan your stops and sleep breaks to match your natural sleep times. Sleeping at about the same times every day helps improve sleep. Getting sufficient and regular sleep actually will help you fall asleep faster and sleep better in the future. Better sleep will lead to better health and increased alertness. Remember, any exercise during the day that does not take away from sleep time improves sleep.

Avoid before bedtime:

Heavy or spicy meals (2–3 hours before bed)
Liquids (to avoid getting up to use the bathroom), especially alcohol, which causes sleep disturbances
Caffeine (according to your own sensitivity)—this stimulant can help you stay awake while driving, but remember it can affect your body for five hours or more so plan your intake so that it does not prevent you from getting good sleep
Nicotine and other stimulants
Exposure to light from television and electronics (tablets, computers, etc.)—studies show that light from these devices can disturb your sleep

Do before bedtime:

Explain to family, friends, and dispatchers the importance of your sleep, when you will be sleeping, and ask them not to disturb you when you are sleeping to minimize disruptions.
Driving a truck is a stressful, demanding job. Fol- low a relaxing routine within an hour or more of bedtime. This will signal to your brain that it is time to sleep. Brushing your teeth, washing your face, and getting undressed for bed will help you relax and fall asleep.
