DIRTY DISNEY? 2 Disneyland cooling towers had elevated levels of Legionella bacteria in Orange County, California; a dozen cases of the bacterial illness were discovered about three weeks ago






ANAHEIM, Calif. --

Disneyland has shut down two cooling towers after people who visited the Anaheim theme park came down with Legionnaires' disease.

The Orange County Health Care Agency says a dozen cases of the bacterial illness were discovered about three weeks ago. All the patients lived or had spent time in Anaheim and nine had visited Disneyland in September.

One patient, who hadn't visited the park, has died.

The health agency says there haven't been any new cases reported.

Legionnaires' can cause severe pneumonia and is spread by mist from contaminated water.

In a statement, Dr. Pamela Hymel, chief medical officer for Walt Disney Parks and Resorts, said Disneyland learned about the Legionnaires' cases on Oct. 27.

"We conducted a review and learned that two cooling towers had elevated levels of Legionella bacteria," the statement said. "These towers were treated with chemicals that destroy the bacteria and are currently shut down. We have proactively shared this information with OCHCA and given our actions, they have indicated there is no longer any known risk associated with our facilities."

The towers will reopen after it's confirmed they are no longer contaminated.

Orange County health experts are investigating 12 cases of Legionnaires’ disease among people who live in or visited the Anaheim area in September. Eight of the cases involve people visiting Disneyland and one person worked at the park.

One person, who had not visited Disneyland, has died, officials said Friday.

A Disneyland official said the resort voluntarily shut down two cooling towers in a backstage area of the theme park after it found the towers had elevated levels of a bacteria that causes Legionnaires’ disease.

Jessica Good, a spokeswoman for the Orange County Health Care Agency, said in an email Friday night the agency found 12 people, ages 52 to 94, were diagnosed with Legionnaires’ disease, a type of airborne disease that causes a severe form of pneumonia to most people 50 years or older or with a weak immune system.

One of those diagnosed was a cast member but where they worked at the park was not disclosed.

Of the 12, 10 have been hospitalized, and one person died. The person who died was described as having additional health problems and did not visit the theme park, Good said.

The health care agency is investigating all the cases, but has not yet identified a common exposure source for all of them, she said.

The illness, also known as legionellosis, is an infection with symptoms of serious pneumonia and can be deadly if not treated.

Legionnaires’ disease usually results from inhaling microscopic water droplets in mist or vapor. The bacterium Legionella living in freshwater rarely causes infections, but indoors it can multiply in water systems such as hot tubs and air conditioners, according to the Mayo Clinic.



It is not spread through person-to-person contact.

In a statement, Dr. Pamela Hymel, chief medical officer for Walt Disney Parks and Resorts, said Disney was informed Oct. 27 by the county agency of Disneyland’s possible role in the Legionnaires’ disease cases in Anaheim.

“We conducted a review and learned that two cooling towers had elevated levels of Legionella bacteria,” Hymel said in the statement. “These towers were treated with chemicals that destroy the bacteria and are currently shut down.”

Hymel added that Disney has worked with the county health care agency and that “there is no longer any known risk associated with our facilities.”

“(Disney) reported having performed subsequent testing and disinfection and brought the towers back into service (Sunday),” Good said.

While the towers, in a backstage area behind the New Orleans Square train station, were initially cleared, Disney on its own took them back out of service on Tuesday. Disney is working with health officials on the status of the towers.

Good said there have been no additional Legionella cases after September and no known ongoing risk associated with this outbreak.

In May, a community pool and spa in Foothill Ranch in South Orange County was closed after two cases of Legionnaires’ disease were reported. The disease sent two people to the hospital.



According to a New York Times Report, since the deadly outbreak of Legionnaires’ disease at the Opera House Hotel in the South Bronx was discovered in July, twenty of the more than 135 other cooling towers tested were found to be infected with the Legionella bacteria. This prompted the NYC Health Dept. to send a letter to every building in the city with a cooling tower ordering that they evaluate and disinfect their tower within two weeks of receiving the letter.

Following the actions of the NYC Health Dept. Mayor DeBlasio signed into law that cooling towers be regulated. The legislation requires the registration of all cooling towers, annual certification, quarterly inspection, and reporting of increased microbes to the Department of Health and Mental Hygiene. The legislation also mandates the disinfection of cooling towers with levels of microbes that pose potential health risks. Violations of registry, certification and inspection requirements are liable for civil penalties up to $10,000. Failure to disinfect towers with increased microbes are classified as misdemeanors, punishable up to $25,000.

The legislation takes effect immediately, and building owners were given 30 days to register their cooling towers. The DeBlasio administration, New York City Council, and Governor Cuomo collaborated closely on the policy to ensure consistency in regulation in New York City and across the state. NYC is the first major city in the US to regulate the use of cooling towers. This new legislation is a pre-emptive action to prevent future illness. The New York City Outbreak claimed 12 lives and sickened more than 120 others in the South Bronx, making this the worst Legionella outbreak in the city’s history. Legionella in cooling towers and other building systems (boilers, potable water, etc.) unfortunately isn’t new news, but has been a topic of robust discussion across the country and around the world for many years and in many countries around the world. In many countries including the UK and Australia, cooling towers must be registered and are closely regulated by Health and Safety officials; With the NYC outbreak occurring on the heels of ASHRAE releasing its ANSI/ASHRAE Standard 188-2015 Legionellosis: Risk Management for Building Water Systems. What Air Intake Filtration Can Do To Help in the Prevention of Legionella in Cooling Towers?

Legionella bacteria are found in groundwater, lakes, rivers, ponds and man-made water systems such as plumbing systems, boiler systems and cooling towers. Though not a problem in nature, legionella can become a problem in contained / looped systems when bacterial concentrations can increase to dangerous levels which can be harmful to human life. Maintenance Strategies

The first step is to completely clean the tower, then deploy maintenance strategies that ensure a clean and unfavorable environment for bacterial growth – the New ANSI/ASHRAE Standard 188-215 is the best place to go for guidance. Secondly and consistent with the ASHRAE guideline for keeping debris out of the tower – is deploying the use of Air Intake Filter Screens (commonly called “Cottonwood Filter Screens”).
